fix: connection issues

there are seemingly connection issues when connecting to gensokyo radio because of the new cdn, and currently mpv is only attempting to connect a single time. per octo's recommendation let's implement a checked to make sure the connection from mpv to gensokyo radio goes through correctly. number of attempts should be configurable via config file
